If you are checking mail in multiple places, such as home and work, you may have the option "leave copy of message on the server" in your email client selected. To rectify this you need to unselect this option, then send and recieve mail, deleted messages should be purged now. Then you can reselect the "Leave copy of message on server" again, if this option works for you.

In Outlook go under Tools >Accounts> then select the email account in question> go to

Advanced options> here is where you will see a "Leave copy of message on server". the reason for this "over quota" is that although mail is deleted form your computer, the mail server is still holding the mail. This will purge all mail and free up your alloted space.
